I need help (PLEASE)

Happy holidays everyone...
I'm new over here and I need your help, please.
I had my Windows XP formatted and asked the ones who formatted it for me to install English Windows XP + Arabic enabled.
First, they made the whole Windows XP Arabic, so I sent it back to them.
Now, they made my Windows XP English + Arabic enabled but still it reads in only Arabic when it either starts up or shuts down. Meaning: when I start the computer, instead of writing "Welcome" for me, it writes it in Arabic...
What shall I do to make it English?

... your Regional and Language Options in Control Panel? You can check which languages are installed and choose which one to launch when the computer starts. I changed mine from English (US) to English (Ireland). You should re-start the computer after that. Hope it works for you!

I've already done what you've said but without restarting my computer, and when I restarted my computer, everything was just as I wanned it to be.
