I need a good TV tuner card

I want to buy a TV tuner card that lets me wacth TV on my computer, and comes with inputs for AV cables so that not only can I wcth TV but if I wanted I can wacth something from a video camer or VCR but really so that I would be able to use the TV tuner as a digitizer so that any VHSs I have I can upload to my computer. And also it would be very good is it came with software so that I can use my computer as a DVR so that I can pasue live TV or fast forward and rewind or record something. Can someone show me a good TV tuner card like this if there is one that fits what I want? Thanks alot.

Currently out of stock, but that shouldn't last. This is a Hauppage by another name. Works fine in Windows 98se, XP, and Linux. In Windows, you need to manually install-"Auto-run" won't work correctly for this, as well as other hardware (a Windows issue). chuck

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
