Quick help: a work-around so you can continue your work.

Go to your desktop, right click, choose 'New>shortcut", browse to that file and OK. Then you have the shortcut you need.

Solving this issue takes somewhat more time.

This the file you're missing:
C:\Users\<your username>\AppData\Roaming\Microsoft\Windows\SendTo\Desktop (create shortcut).DeskLink

Just find it in another users profile or on another PC and copy it. Then it should work, unless there's a policy set to disable it or something is totally wrong.
