Warming, but let's try.
The reason for the Arctic Vortex is the Jet Stream getting sucked north by the warming Arctic waters owing to GW. As you can see from the diagram heading the link, the Arctic vortex, normally centred on the North Pole (geographic not magnetic) is in fact centred somewhere around Sault Ste Marie (called "the Soo") with all of its effects hitting the mid-West of the US and Western Ontario and Manitoba and some of Saskatchewan.
In 10th Grade Geography I remember learning about Continental climates, the climate common at the greatest distance from the Oceans. Russia is the most extreme example followed by the Mid-West and Mid Canada. Continental climates are extreme because they are unaffected by the ameliorating effects of the relatively warm seas. Britain for example is so far north it would fit comfortably into Hudson's Bay at the same latitudes. Because it has the ocean and the Gulf Stream, they have Palm trees on some of the southern Hebrides Islands and on the Scillty Isles and a few along the South Coast. The cocoanuts rode the Gulf Stream and were washed ashore where they took root. These are a new phenomenon post-1960.
It's been bitterly cold here, but not as bad as Chicago because we have different geography than Chicago. We have had nearly 2 feet of snow, but tomorrow is supposed to be 41 degrees after a week between 5 and 25 degrees Today was 21, not that I'm complaining, it was colder sometimes in Michigan.
I wonder if Russia has its own Arctic vortex. If the Jet Stream continues to flow to the north, instead of dipping down and running across North America roughly on the 49th Parallel, far more ice will be lost next summer, and that will create the same conditions likely to pull the Jet Stream North next winter causing the same problem again. This isn't good news, and just because it is cold in Chicago or Minnesota or North Dakota doesn't mean Global Warming is a myth. It is a direct result of Global Warming.
