Post a link to the mobo.
Did you use a new cooler or the old one?
Did you apply thermal paste to the new cpu?
Tell the make and model of the psu.

Answer
How old is this motherboard?

Why I ask is they age and if you upgrade the CPU you might need a new motherboard. I also find the PSU has to be less than 50% taxed so let's hear what PSU (make, model and age.)

If those items are good, be sure the BIOS is current and the OS was installed after the CPU change. Windows sometimes can't handle a major component change.
