dell,dimension 1100,please help me get it off safe mode so i can get it to boot

There are prior discussions but without any detail about which OS all I can offer is if we restore it to the factory OS, restore our apps and files if there is no hardware issue it should be fine.

when is started up it goes to windows xp screen and then goes to a black screen with safe mode in all four corners it comes up with a box that says windows xp setup it says windows xp setup cannot run under safe mode then it says setup will restart now. then it has a smaller box that says ok can't get it to do anything else..

Lucky you,. To be in safe mode you must have booted already. So it seems your issue is already solved.
