I have a 4GB SDHC Card that isn't readable by my PC , help

Hello everyone,
I have a brand new 4GB Kingston SDHC card that when I plug it unto the SD card adapter into my PC through the USB port, it is recognize and even has the little icon on the bottom right task bar, but is unusable. Once I plug it into the USB slot I get the error message of "Exception Processing Message c0000013 Parameters 75b6bf7c 4 75b6bf7c 75b6bf7c".
I go to >My Computer> then I tried exploring the removable storage, and get the message of "There is no disk in drive E. Insert a disk, and then try again." I tried formatting the SDHC card, and get the same error message that there is no disk.
What can I do to start using this 4GB SDHC removable media?

Sounds as if it is either corrupted or needs to be formatted but that can get tricky, could possibly (if corrupted w/malware) corrupted another system. You could try to format from your camera, might be safer.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
