If you can get online, run the free online scans at the links below:

Housecall Online SCanner

Panda Online SCanner

If you can't do that, download the McAfee "Stinger" tool below to your desktop, restart the comp in "Safe Mode", then run the Stinger, repeatedly till it finds nothing. It doesn find "every" virus, but is a good stand-alone tool that cleans out quite a few:

McAfee Stinger Tool

After that, if you can install them, run the free spyware removal tools below:

Ad-Aware 6 Spyware Removal Tool

?Spybot Search & Destroy? Spyware Removal Tool

After cleaning things up, and if it's still not fixed, here is a good tool that should reset the registry so it loads .exe files.

Undo.reg File for Cleaning Up Trojans

Hope this helps.
