Yes, something is very wrong. Can be malware, can be some corruption.
I'd try your spare admin account first (always make 2 admin accounts when setting up Windows!). If you don't have one, see if you can still make one from Config Panel or with the net user command from command prompt, or - if it doesn't work from the command prompt - from the repair options on the recovery drive you made (always a recovery drive!) or from the repair options on the Windows 10 install disk or stick you can make (that's free from the Media Creation Tool).
If no luck with a new user it's time to go back to your latest image or your recovery drive or to factory conditions or to reset or refresh Windows from that disk or stick you made with the Media Creation tool.
Yep, managing Windows can be quite complex.
When I try and open the device manager this shows up. when I try to install any graphics driver or geforce experience

in an attempt to fix this I uninstalled all my drivers with Display driver uninstaller and now I'm stuck with the default Microsoft Basic Display Adapter and too small of a resolution. Also stuck on only my second monitor because "Your PC can't project to another screen. Try reinstalling the driver or using a different video card." I ended up using powershell in administrator mode to open device manager btw. And in my user info it does say Administrator. There was also this that got me excited for a second until it failed too

Another thing, I noticed in the Your info tab in settings it says "You need to verify your identity on this PC" so I tried this and when I try and send the conformation email it never sends (checked spam).
