I also faced the same issue. It's a proxy issue and which is generally faced after establishing a broadband connection. These admin installed settings generally block some specific sites and in severe cases leads to a speed drop and flooded pop ups. I researched a lot and finally found this solution. Please try this, and if the issue still remain unresolved comment in comment box under video, I'll definitely get it resolved.

I'm not sure if this is the right section for this question, but here it goes:
The problem at hand is that I can't access a certain website through my wired network. It displays the following error message:
This site can’t be reached
The connection was reset.
Try:
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_RESET
I'm using a desktop running windows 10 enterprise, although none of the computers in the network are able to open this website; they're running Windows 10 pro, Windows 8.1 pro, and Windows 10 home (or basic... not really sure).
Also, this problem shows across every browser I've tried (Chrome, Firefox, Internet Explorer, and Edge).
I've tried:
-Deactivating the firewall
-Deactivating the antivirus
-Releasing, renewing, and flushing my DNS information
-Setting static DNS (8.8.8.8 and 8.8.4.4)
-Obtaining DNS automatically
This problem presents only on this one website (at least I haven't encountered this problem with any other website so far). But if I change to our secondary (wireless) network (same ISP), I can actually access this website (as long as I have fixed DNS 8.8.8.8, if I set it to obtain DNS automatically it will show me the same error message)
