Whenever I shutdown my computer normally like everybody else, clicking the start button and clicking shut down.... However, for some reason, it restarts instead....Why is this?

Are you running Windows XP? SP2? I was excited when SP2 first came out because I have been so disappointed with the security in IE as available through SP1. Anyhoo, once I installed it my system did the same thing. I would have to turn it off outside of Windows, like during the Bios screen. Searching other forums, I found that Dr. Divx was causing the problem. Sure enough, after uninstalling the video encoding software all is well with the world.
Basically Microsoft has taken this approach: We will release updates and not pay too much attention to possible problems that may arise. If you have a problem, blame the manufacturers of software on your system that you spent untold sums of money on (stupid Dr. Divx...) and download THEIR updates to make THEM compatible with US. ![]()
