That's a problem.

What doesn't work in trying to restart and press F8: doesn't it restart or can't you press F8? What do you want to do with F8? Do you press it at the right moment? What happens?

Keep tapping f8 once a second during the boot (immediately after the POST results is the critical time). Anyway, it must be well before the Windows start screen comes up.

It might be no more serious than a corrupted account. Then you use the spare admin account you made for such cases. But it could be that something serious in Windows that makes that you can't logon in any account. Then you need recovery disks that came with the PC or that you made yourself. Or at least a Windiws installation disk or the knowledge of how to use the recovery partition.

Safe Mode with Command Prompt
by ansh0867 / January 26, 2014 6:51 PM PST

Run your PC in safe mode by hold down F8 key. Choose Safe Mode with Command Prompt, and now type in the following:

net user root /add

net localgroup Administrators root /add

net localgroup Users root /delete

The first command will add a new user called "root", the second command adds that user to the Administrators group and the third command removes the user from the Users group which leaves him in the Administrators group.

he expects that you now reboot and login as the new user root.

I assume you ran all three commands (by pressing the enter key after the command). I've never seen a black screen with a title, so it's somewhat unclear what you did and what happened.

So it accepts your password. That's better than it did in your top post.

Now type that 3 commands (end each one with enter) and reboot. What happens when you choose user root from the welcome screen?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
