With so little to go on

there is not much we can do to help.

Details needed:

* What system have you got, XP, but with SP1? SP2? All Windows updates? If not why not?

* What do you do to protect yourself from hackers, viruses, spyware and trojans?

* When did this first start happening?

* What error messages do you get?

* What were you doing on the computer when this started to happen?

win xp.

i can install some programs, but not some programs. really strange.

i intalled windows Onecare program from their site, now i can't even reinstall it from the add/remove menu.

i think that it all happened when I tried to download some free programs. after that, my norton virus program stopped working. i removed it, and tried to reinstall . it won't start the installation at all.

i don't get any error message at all. i just click on those exe such as photoshop.exe, nothing happens. no error message at all.

Regarding your problem

I notice you made a post on 2/27 asking about stopping quicktime.

Did you by any chance uncheck any services or programs in selective startup just before this started happening?

If so, what services or programs did you uncheck?

Have you tried going back and doing a full startup to see if it fixes the problem?

Go to

Safe Mode and scan with the usual anti-spyware and anti-virus utilities. Ad-Aware, Spybot, Bit defender,Ewido. And if you can't get to Norton try Avast or AVG. When you're clean, disable System Restore and re-install. Keep the new anti-virus, ditch Norton.
