We'll need more information about how you're trying to download whatever-it-is-your-trying to download. Plus, what type of computer, make and model, operating system, type of internet connection, etc.? Can you connect to the internet? How? Wireless or wired? Which browser are you using? Tried using something else like the free Firefox browser at the link below?

And let's make sure we're referring to the same thing here: A "Download" from a website is grabbing a file from a website and downloading it to a location on your computer, such as a desktop. A single thing is downloaded to your computer. And since many folk use the term "download" instead of "install", an "install" is to use an installation file to install a program onto the computers program list. Are you referring to a "download" or and "install"?
An example of the type of thing you're trying to download might help. (A link to the website and downloadable item might help.)
If you're using a download "accelerator" or something similar, try uninstalling it and simply use the browser to download the file.

Using IE 11 on W7. I do have wired Internet access. PC is HP Pavillion. I have been able to download in the past, only recently this problem has come up.
I cannot download or install anything. I clicked on the Mozilla link you offered which takes me to their website, but when I click "install" nothing happens - no "run" box or any other reason .
Also, this happens when trying to open an attachment from an email.

Open the Control Panel, then double click on "Internet Options", then select the "Advanced" tab. At the bottom of the screen, click on the "Reset" button. Select "Yes" when it asks: "Are you sure?"
As to downloading and installing Firefox or Chrome, remember you have to actually download the file to your desktop, before double clicking on it, which should install the browser. If none of this works, then simply use a friend or family member's computer, download the installation file, copy it to a flash drive, then transfer it to the problem machine. Install the browser using the installation file from the flash drive.
As to opening an attachment from email, it would depend entirely on the file extension of the attachment. For example, if you have a .pdf file as an attachment, and you don't have a program to open it, such as Adobe Reader or Foxit Reader, then you won't be able to open it.

try another browser to see if it is a browser issue or something else. Also you can try deleting the temporary internet files and cookies to see if it helps. you can try disabling your addons and toolbars to see if it helps. finally you can boot to safemode with network and see if it works.
Thanks for trying, but I've done all the obvious things you suggested. I cannot use another browser since I cannot download Chrome or Mozilla from their sites.

Nothing easier than downloading the setup program for Firefox or Chrome to a USB-stick on some other PC and install it from there on your PC.
