Most people would consider Windows 8.1 better. But it's up to you to define your own criteria and possibly come to another conclusion.

Vista 64 was pretty troublesome at first.

Now it's only tolerable. At the office we have no problems so maybe it's a personal choice?

I'd go with Mint Linux 17 instead of either, but just based on cost, Vista can be had for half the price of W8 and never have to worry with "tiles" or the "Metro" or the troublesome 8.1 update. Oddly enough, after Window 8 was released, prices of Vista across EBay moved up another $10 per edition at least, LOL.

Academic Version of Vista "buy now" for $25 + $5 shipping

Linux Mint, choice of 4 Desktop versions, Free for download, support till 2019

Or $6 per disc if you prefer to order instead of making your own DVD.

no matter how bad or good an older version was because of drivers especially printer drivers.
