Hulu and Hotspot Shield Error

i want to watch hulu but i'm outside us and i tried hotspot shield but i get an error "tap vpn device driver" i googled it and noticed you have to have tapvpn.sys i looking my system32 and found it was not there

tried looking for the file online but couldn't wanted to test if that'll will fix so maybe if someone can upload so i can install and test that'll be great

I used to program the code for a router years ago. I see how this would fail so why ask here and not it's maker?
