HTTP error 403

can some one pls help me with this problem i dont know why or how it started happening, when i try to view some web sites i get this message "HTTP error 403", i looked it up and have come to find out that its because i dont have permission to view these sites but never had a problem before, if anybody know what i can do pls let me know so i can fix it

HTTP 403 errors are a result of something wrong on the server side, meaning there's nothing you can do to fix it.

However, it can't hurt to make sure your system is free of malware. While unlikely, it's at least possible some bit of malware is running you through a proxy, and the admin of that server has blocked access from this malware proxy.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
