HTTP 403 (FORBIDDEN) What gives???

I'm not sure if this is a coincidence but since having my XP Pro validated by microsoft (yes I did have it installed by a computer shop before you ask)I keep getting HTTP 403 (forbidden)and the usual wording whenever I try to download software. Even from Download.com!
There were odd occasions prior to the validation, but now it seems to be most of the time.Even upgrades (e.g Google earth upgrade. Having said that, I don't get any trouble when I have automatic updates, or maual updates such as zone alarm, AVG, Adaware etc.
The wording that I don't have permission is puzzling.
Any clever bods out there with a helping hand please?

I believe this is the case in most attempts at downloads.
I've had a looksee via your advice and the info given does seem to point to whether my ISP has changed , which may be a reason for this 403 problem. And yes could be the answer. My ISP, whilst being AOL UK, has changed hands quite recently and the many problems now encountered with the AOL website is staggering.So I am going to assume this will possibly be the fly in the ointment. Therefore their technical boffs are going to be the next port of call.
