HTC Droid Incredible 2 Review

Regarding the HTC Droid Incredible 2 review here: http://reviews.cnet.com/smartphones/htc-droid-incredible-2/4505-6452_7-34660419.html I was wondering if someone could explain why only having Android 2.2.1 software installed is considered a "bad" for this phone (to quote the summary, "isn't running the latest Android software") yet it is not mentioned in the summary on other reviews of phones like the Samsung Crave (4G, no less) posted a week later which also runs 2.2.1. How much did this negative affect the rating?
