HP PC Envy Touchsmart won't boot-blank screen cpslck 3 blink

PC envy 17 TouchSmart won't boot-blank screen, capslock 3 blinks; power button and F12 on solid
HP Envy 17 Touchsmart will not boot. Power On key lights up along with F12 key and Caps Lock key blinks on and off. Fan runs for about 3 seconds and stops. After about 20 seconds lights go off and the cycle repeats. Have tried replacing motherboards (2) with no change in symptoms. Hard disk runs but no video on screen. Have tried using external HDMI monitor with no changes in symptoms. Removed DVD drive and ram with no changes. Have cloned 1TB harddisk and tried a different harddisk with no changes. Used a different power supply same result. Removed battery and tried holding Power On button several times as described on HP support page with no change in symptoms.

For your model. Without that I can't check to see if a service manual is out or what the blinks tell us.

The PC is a HP Envy Touchsmart 17 Notebook PC
Model: M7-j120dx
I have tried 2 other motherboards with the same results. Do you have any idea what is causing this condition?

You may have a dud design by HP. I know I've run into them. Where are those other motherboards coming from? The chances of 3 dead boards could mean that HP had a dud here and all the boards will die.

I see the work calls out changing the CPU. Maybe a bad CPU too?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
