It could be PSU, motherboard or other. Here's a well done video on troubleshooting the dead desktop PC.

hp has a recall on the power cord and i used this laptop for around a year with the bad power cord do you think the faulty power cord caused the motherboard to burn out? hp says its the motherboard and that i need a new one

So this is a circa 2010 laptop.

I doubt they will warrant anything beyond the power cord given the age and the time folk had to get it replaced. Given the usual repair costs I'd shop for a new laptop and ebay the dead one.

As to what's on the HDD I suggest you pull it and place it in this case to get at your old files:

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
