HP laptop Cooling System Not Working

I have an HP DV6-2020CA laptop, with AMD processor and graphics. For some reason the laptop keeps overheating. I have taken it apart and adjusted the heatsink and cooling system many times, to no success. When I turn it on, the computer's fan spins at full speed, and then, just after Windows finishes loading, it shuts off from overheating. The heat sink makes contact with the processor and graphics chip and there is thermal paste. Does anyone know why this keeps happening and how to fix it?

So this is the best machine I can afford. Cooling pads are 40-100 dollars, also something I can't afford. I bought the best thermal paste i could afford. I'm wondering if it may be wort it to try and buy a heat sink and replace the one that is in the computer, or if that would be a waste of money. I am also looking for "free" solutions to the problem.

Also you can make your own passive pad for zero dollars.

This laptop is pretty old so do not use it for gaming. It will likely overheat.
