HP CP1700 printer - paper feeder malfunction?

We have a CP1700 with the optional 17" paper tray that sits under the printer to store/feed 11 X 17 paper for design blueprints.

Recently it has an intermittent problem feeding the large size paper. The "arm" that drops down and grabs the paper with a rubber wheel sometimes just doesn't drop down. Or it gets only partial pressure and misfeeds. Then at other times it works perfectly.

The printer is 4 months past warranty and the combination of shipping, doing without, and no guaranty of a resolution has thniking we may just have to replace this 16 month old unit.

Anybody have a similar issue with the same printer? We'd love to hear about a "quick fix" or even a solid way to diagnose the exact problem.

Recommendations on local repair persons in the Portland, OR, region?
