How/Where to provide feedback on ISP provider performance

I have been very dissatisfied with the customer service from my ISP provider (Cincinnati Bell Zoomtown). I have been without consistent ISP service for over a month, and have spent hours working with their tech support and on-site repair organizations and my problem has not been resolved. I have tried to provide feedback directly to Cincinnati Bell Zoomtown about both the problem as well as the process for dealing with the problem, but their response has been unsatisfactory. I have asked to speak with managers and people in charge, but have been told either the managers do not speak to customers or their is no one person in charge of that area, therefore no one to talk to.

Where is the best place to provide this feedback so that it will have impact on how this company handles customer problems in the future?

If you want to make your experience with them public and warn others, you could always create an account at broadband reports (google it - same website as DSL reports) and write a review on them.
