how to take control of speed step

I have a dell 700m with a 1.8 ghz dothan pentium m running windows xp pro. I am trying to figure out how to control power consumption, am I limited to using the windows xp profiles? Specifically, how do I manually throttle back prossessor speed for better battery life using Speedstep? Any help is appreciated.

Check the BIOS

The SpeedStep settings can be changed (automatic, always high, always low) from the BIOS.
