Did you clean up the Metro home page?

Those tiles on the Metro page can ask for data from the web. For a friend on a cellular connection we removed all but the desktop tile and installed Classic Shell which really helped.

I went and looked at my Metro Page (which I never use)

I right clicked on a tile and see "Turn Live tile off". I assume that does the same thing? I'm going to turn them all off. I never even go to the title start screen. Oh, Windows 8.1.

Your choice. Test it out?

AFAIK, the tile would still "run" and may check for updates. I tend to weld such down. Give it no chance!
