How to simulate a USB drive

I have a LCD tv with a usb port that can read media on usb drives. However I want to run a USB cable from my living room to my PC and play files off my pc. What kind of software would I need to do this?

connect 2 pc using USB to USB cable

All you need is a HDMI cable

and the software will run on the PC and display to the TV. The TV lacks the OS with the power of a PC. Basically the USB ports on TV's are to view pics and stuff like that.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
