how to shrink an image in a picture to fit a frame

Hi everyone,
This is such a simpleton question I'm ashamed to take up your time, but I can't figure it out.
I have several pics that I am putting in 4x6 frames as gifts. I got the pics printed at CVS, and the subjects dominated the frame, with the tops of ears (cats) cut off. In other words, parts of the photo was cropped out when I asked for a 4x6. It looked awful. So how do I change the photo so it will look exactly as it did when I cropped it when I print it out as a 4x6?
I've tried resizing the image in Paint, to no avail. I tried online sites that promise to resize your pic, but they want pixels..and I just know the dimension I need. Can someone help me with this one?
FYI, I don't have PS (can't find free/greatly discounted version online). Win 10 is what I got (so it's Paint, Photos, Photo Gallery as my resources).

I routinely use irfanview (free from www.irfanview.com) to resize pictures. Surely worth a try.

You can do photos fairly easy at online sites where you can frame it first, then order. Walmart and Kodak (shareware/easyshare) used to have software that worked great, but they don't support it anymore. You may find some old copies of the software and install it. Both were good, the Kodak was a bit better in my opinion.

Also, consider importing the images into a document page and place where you want and check against the inch ruler and adjust image size in it as necessary.

irfanview is the best

the best free utility is irfanview. if you want something more along the lines of photoshop, then check out photoshop elements.
