There should be a check box in the Control Panel under "Sounds and Devices" in the Volume tab. The check box should say something about putting the volume control in the tray. Is it there??

Can you go to System/Hardware/Device Manager and see if any problem is shown with your sound card or device? The volume control, as I know it, is not a separate program to be installed but is configured and made available by the detection and successful installation of a sound device. If you find a device to be there and working said to be working properly, sometimes it helps to remove it in the software and then restart the PC. Windows should detect the new hardware and configure it automatically if it finds the appropriate devices. If yours is a newer sound device, Windows may not be able to identify it and you would need to have a driver disk handy. Again, good luck.
