I want to max the size on reg. screen and still work well on phone.
what pixel width?

In web pages, you can code to detect screen size,etc.

Actually no different than any web page.

Just make it fit on a smaller screen.

That's why there are so many apps.

Easier to handle the smaller screen and use the touch interface. If your business requirement is using a website Bob is right, you design for the screen size.
