How to scrambled footnotes in Word 2003?

Hi all,

This is the first time for me to communicate in this forum.
Could anyone help me with footnotes issue? The footnotes in my document (doc) are not in good order.
At first, everything was fine--I applied the footnotes continuously, so they were in good order--but, after few months of not opening the file (coz I printed it out for my editor to be checked), now I find out that every time there is a new footnote to be inserted in the same doc, it won't continue....I mean, for example:

I need to insert a new footnote(ft) between ft 1 and ft 2; in normal case ft 2 will be 3 (3 will be 4, and so on...) and the new one will be no.2;
but here in my case ft 2 stays 2 (and so are the following footnotes after it;2 will be 2, 3 will be 3,and so on till the last,300s), and the new one will ALSO be no.2.
It seems like my Word doesn't change the EXISTING footnotes.


Has anyone ever got experience facing this issue?
I would appreciate any help/suggestion.

This might be related to having Track Changes on. What happens if you accept all changes, then close and reopen the document?

I already tried that. In fact, it was not on as I didn't do anything with the Track Changes.

Any other troubleshooting is very much welcomed.
