System restore, as it says, is for the system files, not for your own data files like Word documents and browsing history. So it's quite proper that it doesn't work.
Then it depends on what you mean with shredding. Generally it means 'totally delete it by overwriting with zero's or another fixed bit pattern'. That's meant to make it irrecoverable by any means, and it is.
If you mean 'deleted into the recycle bin' it's still there, unless you accidentally emptied that also.
If you mean 'deleted, but not into the recycle bin' there's a small chance recovery software will be able to find something for you.

I accidentally shredded the history file from local setting.I tried to restore system using previous restore point but history file didn't appear in it,does the file could not be brought back even by restoring system.
