how to reset tcp/ip ?

I configured 174 subnet in a port but still it is sowing 169.254.8.122 . whether subnet mask should be 255.255.255.0 it is sowing now 255.255.0.0

when I connect the same machine to another port it sowing the correct ip which configured in that port.

and how the IP addresses are allocated.
If using DHCP, the norm in a home network, the Subnet mask and IP addresses are allocated by the DHCP server. (Usually your Router or Modem/Router)
In a Home network, these numbers are usually 192.168.x.x
