How to remove local drive?

hi all, few weeks ago i got new hard drive, IDE, everything worked fine, the letter of the drive was D, now it changed to F, i don't know how, but it just happened, the problam is that the D: drive is still there and can't be removed.
when double click on drive D the following message was shown: "D:
\ refers to a location that is unavailable. It could be on a hard drive
on this computer, or on a network. Check to make sure that the disk is
properly inserted, or that you are connected to the Internet or your
network, and then try again. If it still cannot be located, the
information might have moved to a different location."

There's a question mark icon besides the hard disk icon (D:), under properties: 0 bytes used and 0 free bytes
