How to recover an expired Live ID

When I try to recover my password for the live account of [email address] I get told that the account does not exist. But when I try to create the account with that email address I am told that that live account / email address is already in use.

When I try to change my live ID from my old account to my new email address it also comes up that that Live ID is already in use.

So how can I get this account [email address] deleted from the system so that I can use this mail address as my live ID.

Please note that this domain belongs to me and that have used this address a long time ago as a live ID
