Like Adobe's Photoshop, or Paint Shop Pro. Very often retail computers with Windows pre-installed will have a trial version of some photo editor or other already installed.

If you use Google to search for Add watermarks to photos you may find some free utilities.

Using Watermarks would be the best way to do so..I guess its an app that never comes free

if you are using photoshop or gimp, create layer of text, set the opacity to 15% or as you wish
