HOW TO OPERATE A TV MILES AWAY REMOTELY

MY MOTHER IS 94 YRS. AND UNABLE TO WATCH HER FAVORITE VIDEOS ON DVD. SHE LIVES IN SEATTLE. I LIVE IN AZ AND AM A MEDIOCRE COMPUTER USER. HER SENIOR RESIDENCE IS GETTING WIFI (WHICH SHE CAN'T OPERATE). I USE CHROMECAST IN OUR HOME. I WOULD LIKE TO PLAY YOUTUBE FOR HER, EVEN IF IT MEANT GETTING HER A PC AND TUNER. CAN I USE TEAM VIEWER OR SIMILAR SOFTWARE THEN TO CHANGE THE INPUT ON HER TV AND RETURN IT TO HER LOCAL SERVICE (A DIRECT TV VARIANT) WHEN DONE? THANK YOU VERY MUCH - THIS WOULD MEAN ALOT TO HER. With teamviewer or a program like that you don't operate the TV, you operate the PC. Then, if you play a video on the PC and use the TV as a monitor (either via a HDMI cable or wireless) the video is shown on the TV.

Two remarks however:
- You would have to copy or rip all those's DVD's to the hard disk of that PC (or an external harddisk). I don't expect your mother to be able to put the right DVD in the player every time (if she can do that, it's not clear why she can't press 'play' after that).
- The TV will need to be switched from source HDMI to source 'local service') and back by your mother via the remote.
