how to manage windows 7 to start automatically at a specefic time and start doing some things i want: like downloading from internet.

That's a 3 step process.
1. You can't tell Windows to do something if it isn't running. So you'll have to use the 'wake up at ...' feature of your BIOS to start Windows at a specific time.
2. Then you have to set Windows to autologon. How to do that depends on the number of users present and the version of Windows. You didn't tell any of the 2.
3. Then you have to run something at startup. That can be done via the Startup-folder, an entry in MSCONFIG or by automatically running a service.

You might need to research all 3 of these steps if they don't ring a bell immediately.

Windows 7 does not have such a feature.

But there are some machines that the BIOS has the feature to turn on at a specific time.

And just a wild guess but folk that run TORRENTS find there are some Torrent Client apps that have a scheduler builtin.
