How to make windows at bottom bar double-width

windows XP, IE8. after I updated to IE8 - this changed:
Since I always have a lot of windows open, I used to have them appear in 2 rows. Now they are one row, and hence very small. (at bottom of screen, after the Quick Launch).

I would like to have them in 2 rows. I have tried putting the cursor right at the top of the row, and it changes into an up-down arrown, but when I drag it, nothing happens.

In XP I can drag it to the new position when that arrow appears. It doesn't move gradually, but its jumps. So have to drag it to the full height it should become.
If the taskbar is locked I don't get that arrow.
