How to make small video larger with better quality also

Hi,

I am wondering if it is possible to take a video that's been optimized for a small screen such as a IPod or Android, formatted in an mp4 container, and make it larger, say for viewing on a PC or something similar? I know if I play the small file on the PC, its obvious the quality is terrible, but is there a way to actually convert the small file to a larger size therein improving its quality? If so, what type of software application would be optimal for that?

I use Linux so I'm looking for a program that might be able to do such a thing so please don't only name Windows-specific software but just generalize the category. I am familiar with transcoding software such as Handbrake and DVD Rippers but its kinda the opposite I am looking for.

Any ideas or suggestions?

It is possible to make the images bigger.
It is not possible to make the images bigger and better.

To make the images bigger you have to use interpolation software.
That will lower the quality of the images.

Perhaps you have seen on a television crime show where they have a surveillance video of a license plate and as if by magic, they are able to increase the quality of the image and actually read the license plate.
Well that is magic - Hollywood Magic.

The poor shot of the license plate was done by taking a good shot of the license plate and blurring it.

Through software it's not possible to make small video larger with better quality. Yes it can be done through special effect which cost very high and we need to take help of graphic designer and creative designer.
