How to make a list of all the IP devices on my LAN if they don't all use DHCP?

Doesn't the router tell what devices are connected at the moment?

And it has to rely on a lot of factors.

My thought is to look at what ARP and RARP report on the router. Why on the router? Remember I don't know how much networking you know but you did ask a network question so I take it you know or would google ARP and RARP and also you know how switched hubs would make your PC's ARP table be incomplete.
