How to let notepad open a file

I am creatief Some stuff via notepad and i wanna let notepad open a .vbs notepad how do i do this?

Notepad can do that already.

Easy? Start notepad and open the file.
Moderately advanced? Set Notepad up for the right click, Edit.
Do not set notepad as the default app to open VBS as that would break things.

Im making a program via notepad, and i want that notepad opens a new notepad file that also runs, because my .bat file can’t run .vbs at the same time, so the .bat file need to open the .vbs file without closing

As noted by Kees you should NOT set VBS files to open with Notepad. You should get used to using the right click on the VBS file and using EDIT.
