How to investigate a URL

I don't know where to post this question, but can someone tell me if there is a Web site you can go to in order to find out who is behind a Web site URL? I'm curious as to who (or what company) created a Web site called MenTested.com. They appear to be promoting sexual enhancement products as if they are some "objective" source for review or research on the products shown. I think they are no different from a paid-program on TV and should be exposed as such, but so many people think because they are on the Web, it must be good information. God help us.

Thanks Rick. I almost forgot I posted that question. I went to Whois.net, but the URL is registered through GoDaddy.com and then the registrant there is shown as Domains by Proxy, Inc. This appears to be a way to hide your identity as the registrant for a URL. Is there any way to get to the real owner? Thanks.
