how to have pictures and comments posted on my site by users

I recently created a webite and I would like to have my visitors leave messages and theire pic. I want to have the community active so people can know that it is alive and running. I am writing the whole site in html (not a programer just trying) so if anyone can help with some advice or even some script that I can copy and paste I would appreciate it. By the way the server is windows.

written in, say, php or .net. A somewhat simpler version, maybe, of the Jive software running these forums.

The alternatives are:
- write it yourself
- find an open source bulletin board or content management system (or something like that)
- find a commercial system that offers what you want and buy it

Ill look into something comercial do you have any idea of anything good and cheap, mostly cheap.
