How to have data entry occur on the top of the form

We have a "continuous form" in Microsoft Access 2000 that shows each entry on a horizontal line. As is standard in all such forms, on the bottom is a blank line to do data entry of new such records.

We would like that line to be on the TOP of the form, not the bottom. I have looked all over help and properties and cannot find a way to do this.

Any thoughts, help suggestions are much appreciated. Is it a trick involving Module programming? Or, is it only possible in later versions of Access (XP/2002 or 2003)? Someone please let me know, thanks.
