My method for single user machines was to ...
1. Delete the *.PWL files in C:\Windows
2. Set the logon as you noted to Windows.
3. Reboot.
4. Answer the logon box with a name, then click OK. Click cancel and you get to go to step 1.

Some time back, when I used to get the logon window when booting up Windows 98 SE, I did whatever I was supposed to do to keep this from happening. Enter my granddaughter: now, I get the log on window showing a name user, my granddaughter and calling for her password. I can click Cancel and go on about my business.
But I want two things: 1) to know how she did this without asking her; and 2) how to keep the log on window from popping up.
I went to MS KB 15204, How To Prevent a Windows 98 Logon Prompt at Startup. It said to go to Network>Configuration and click Windows Logon in the Primary Network Logon Box; I did this.
It says to then click No when asked if I want to restart; did this.
Then, to go to Password>Change Passwords tab. But all I have in Passwords Properties is the tab User List with granddaughter's username. I saw a picture somewhere of a Passwords Properties dialog box showing these tabs: Change Passwords; Remote Administration; and User Profiles. I wonder why I don't have these tabs?
In my Passwords Properties, I have checked All users use the same preferences and desktop settings.
