As you see, some thermal paste leaked into my motherboard and I can't start the pc because of the power shortage or somthing. Is there anyway to clean the thermal paste without damaging the pc?

Usually some alcohol on a swab works OK for me. It's a grease based paste most of them, so even a drop of dishwashing liquid can help.

Get some 90% iso alky from a local merchant.
Put it in a spray bottle or squeeze bottle.
Wash the socket and use some absorbent material to clean up.
