The best way is to ask the webmaster of a quality site to publish a link to your site on his; that is, if you don't have access to that quality site yourself.

First you have to find out what are quality sites for you. For example, if you are selling gardening tools, then cnet.com for you is very low quality.

Then find out on their site how to contact them. For example, although I'm sure you don't need it, this is our 'contact us' page: https://www.cnet.com/about/contact-us/ .

As R. Proffitt already remarked below, our forums - although you obviously have access to them - for backlinks are a very low quality, because they will be removed.

Are spam magnets so this thread is now a link free zone.

Besides that you can google this and find your answers. Here we don't allow spam so your post will be moderated to keep it spam free.

Misunderstanding

I think something is misunderstood, I have asked a genuine question which should not be marked spam
How ever if this is violation then my apologies

It is a common shill question.

As such it will be treated as the spam magnet it is. Also anyone that really wants to get into this would research and find all the discussions about it to date and then decide what they want to try.

There is NO NEW ANSWER to your question. But there are plenty of companies that sell these services and will spam the heck out of un-moderated forums.

Answer
you run an afiliated marketing website

if you are running an affiliated marketing website, you are promoting products for a commission. If you are able to promote products, you should be able to promote your website since the website is a product too. If you don't know how to promote your website, how can you promote the products?

This is what exactly I am trying to ask
Jan 5, 2020 8:30PM PST

it has been 3 months since i am running this website but I am getting low traffic
The reason for quality backlink is to divert traffic to my website which will in turn help me promote my products. I want to basically know how to divert traffic to website

You won't be doing any diversions.

A "divert" would be a hijack method. I'd be careful of the words here.

As to know how as to (too often a shill question), such has been done, done, done, done (keep repeating.)
