How to get quality backlinks for e-commerce portal?

I'm a beginner in SEO and doing off-page backlink building such as directory submission, niche directory submission, classifieds, social bookmarking. But i'm not getting enough backlinks. Can anyone suggest the ways to build high quality backlinks and rank high in Google?
