Question

how to fix this ?

My pc wont run regedit, command prompt, open ctrl+alt+del menu, cant restart and shutdown. I'm so frustated help to fix my pc. Tell me how to fix that

Depends on the cause.

There are trojans and malware that do all that to thwart removal. You've given some symptoms but no story.

Windows 8 does have some repair tools but you didn't reveal if you tried them.

But first, save your files. Some malware wipes the machine when you remove it.
